Headlight lenses are plastic with a factory coating on the outside, and years of sun break that coating down until the lens turns yellow and cloudy. Polishing alone buys a few months and then the haze returns. The lasting fix is to sand the failed layer off in stages, refine the plastic back to clear, and reseal it with a fresh UV coating so it holds through more than one summer.
Cloudy lenses are a safety problem before they are a looks problem. Light scatters inside the housing instead of throwing down the road, which shows up worst on unlit two lane roads at night. If your low beams feel weaker than they used to and the bulbs are fine, the lenses are usually the reason. Fog lights and taillights that have gone dull get the same treatment.
